Expensive, yes, but London is still Europe’s top-ranked place to locate a business. Others are gaining, though. Barcelona is number 4, moving up from the 11th position.

No. 4: Barcelona
This sunny Spanish haven may be famed for its architecture, beaches, and party scene, but Barcelona has been quietly making a name for itself in the business world since the first Cushman & Wakefield survey, where it placed 11th. Like last year, Barcelona ranks first for quality of life, and this year the city pushed Budapest out of the top five cities with favorable tax policies and financial incentives. Twenty-one respondents said Barcelona was doing the most of any European city to improve itself.
